Sorry to say but you are out of luck. You can dispute the purchase beside e-bay, but if the person have left e-bay next you will be out of luck.
I had a problem similar to this with one wholesaler a year ago, I emailed e-bay, pay-pal and all I get was computer generate responses. The seller even contacted me and give me a story about human being late on shipping the product but promised she would ship it.
Well short story, never get the item, never got money pay for.
this is why hundreds of people stop buying on e-bay unless the being has a lofty score and is reputable. Never buy from a tentative person on e-bay.
Oh and adjectives that talk roughly speaking pay-pal covering the purchase price, well if the salesperson didn't include the coverage in the shipping, afterwards you are out of luck.
