I have 9 visa/mastercards and NO checking or savings account (I do have a prepaid visa card that I had my income tax deposited too) other than that I use money orders to pay my bills.

If this friend gave the ISP his credit card, they would be automatically charging that credit card and you would not be unloading any bills.
If the ISP and now a collection agency own been sending bills contained by your name to your address for service you used, next, yes, it is your credit on the line. They don't obligation your SS#. They have your christen and address which is enough to put it on your credit report.
It sounds close to either your friend didn't set up clearing on that credit card or maybe the legitimate owner of the credit card disputed the charges.

If you REALLY want to consent to her use your card you can call your CC company and draw from her added as an "authorized user" which would have them issue a second credit card near her name (under your account). This would be on your credit, not hers, so in attendance is an element of risk to you.
