Hi, I am confused with this card because I requirement to build my credit but I hear people saw that this type of cards are not safe that they can be a scam to steal money from your pocket. I'm not exactly sure how the LPC card works, so I'm not sure if it is a scam or not. However, I do work for a credit card company, and beside a 0%apr, they wouldn't be making any money of the cards, unless there be fees associated with have the card. In fact they would be losing money.
Even if you don't start the card, it is still an open statement if they sent you the card. So if you don't activate, and you don't want it, you will hold to call them to close the explanation.

everyone says receive a secured card but be careful beside that. i did that once and after i got it and compensated the fee and have my money loaded on it..which seem of late like a debit card...when i could hold just used the one my wall gave me...wtf. i found out they didnt even report to the credit bureus. what i did is bought a car--wasnt a buy her payment here thing. But they have a finance company that essentially approved almost everyone as long as you had your work for a while and etc.etc. anyways the interest was thru the roof approaching 22% well after making payments for 6months. i get offers surrounded by the mail for credit cards and get one that way...so doesn`t matter what you do make sure they report to credit burreaus not adjectives secured cards do this..or get a co signer for a small loan at your mound..like 500 bucks or somthing and as long asyou reimburse on time..that will build your credit eventually youll know how to get cc's etc...of late dont do too much to fast. oh and every time you apply for credit that lowers your mark a lil so becareful with that...
