It is probably permissible but what do you mean by withhold... Do they post it to your report on date rec'd (so there would be no unsettled fees) but just don't increase your available match? If so that is fine - but if the hold it and agree to your account turn late in attendance is a problem. If it's in the contract that you agreed to when you get the card, then yes, they can do it.
If you're discontent with the language you agreed to, you can always find another ridge to do business with.
