No..it happen by mistake sometimes. My nephew got one contained by the mail when he be 16..lol..with a 1000.00 factor. Of course after he started bringing lots of stuff home his mother found out. He used about 800.00 of the time limit. She was furious. She call the credit card company and threw a fit. They cancelled the card and let the boy keep hold of the stuff. None of it was ever compensated for because an adult did not sign for the card. If someone underneath 18 applied for a card and gave false information to dig up it...of course explicitly a crime and the child could be charged with fraud. My nephew in recent times got one surrounded by the mail. He didn't ask for anything. He call the number and activated it and go shopping. Unreal..the only means of access you could legaly get a credit card if you are underneath 18 is if an adult signed responsibilty for it. I also agree beside previous commenters.
