Answers: Nope - Paypal is only a payment verbs site. If the person you buy from accept paypal, you register with Paypal and submit gift through the Paypal website with any a bank vindication or credit card. The person you are sending the reward to will either be identified by their email address or a store term. Paypal will transfer the clearance to the seller. They charge the merchant a small fee but the buyer is not charged a tax. Once the payment is processed, the purveyor ships your item to you. It's great because they also offer Buyer Protection. If you don't go and get the item you ordered or it's not as it was described, you are competent to get your money pay for. I've used it for years and have never have problem.
PayPal is just a more support way to pay cheque a seller next to your own funds (e.g. credit card, bank account). So you buy the diamond ring, you pay cheque with PayPal, PayPal sends the money directly to the seller's PayPal information and then the retailer mails you the ring. Basically, PayPal is basically a safer way of spending your money. It's more out of harm`s way than just giving your CC #'s away to seller and it will protect you in valise you don't end up reception your items. It is just simply a merchant explanation that can process credit cards.
