I want to reimburse by making payments to the collection agency but they said "no"
If I want to settle with them what are the proper steps to filch?

Answers: "Charged off" doesn't mean that you don't owe the money. Rather it's a guard term import they don't consider the debt current, drawing interest, so they can count it as a valid asset on their books with the regulators.
