There is no recourse against that neighbor... as due to postal law ... if the mail is deliver to you ... it is yours to do with what you want...
What you obligation to do however is to contact the PostMaster at you local post office and report a complaint... the Postmasters are usually very response to feel the misdelivery problem with the local shipper. and of course they do not identify you to the shipper... they just update the letter delivery service that there be a complaint of misdelivered mail on your route... and that usually take care of the problem as the carrier will then transport more precaution to get the e-mail in the right boxes.. or risk further disciplanary behaviour.

I don't check every piece of my mail when I plain it..I just assume it's mine. I own taken several letters over to my neighbors over the years that I hold accidently opened, thinking it be mine, only to read letter/statement and realize it's not. They hold done the same.
No one is going to prosecute or even CALL your neighbor over an honest mistake...you would hold to prove that they intentially opened your e-mail KNOWING it was not theirs beside the INTENT of basically self a snoop!
There are more important things surrounded by life than ONE piece of misplaced e-mail out of the hundreds that you receive in a year!
Call the Credit Card company and hold them issue you a different number. Also let them know in the order of the situation with your neighbor and the messages that has be open. Odds are that the credit card company can at lowest document your statement to your account, cant hurt...
I would INSIST on getting a different credit card number...
Then again i'm sure your neighbor visibly doesnt have your Social S.Number so you shouldn't be too worried...
Its evil for anyone else to open your mail- even their non existent dog. Firstly contact the credit card company and make clear to them your mail have been open and you are worried that details from your card may have be accessed. Then relate your post office. It is a criminal misdemeanour so you could take it further if you imagine they may have taken your credit card details- you cannot be too sure anymore.

It's illegal to uncap and read another persons letters, so in that respect you could trade name an issue out of it involving maybe the police and a solicitor, but I doubt it would do much flawless. The postmen/women make mistakes sometimes, they adjectives do, he should have be more careful though, but if your neighbour open your mail it's your neighbour who is at imperfection.

150% SCAM. You should NEVER transport any money to anyone up front as a "guarantee" or "insurance" for a loan.
You will send him the $269.00 and never see the loan. But within addition to that he will any ask for more money because of things that have come up. Or since he have your account info, he will in recent times wipe out your picture.

There is no one I know of that will impart an "unsecured loan" of $50,000.00 without a credit check ... as nearby is nothing to collateralize this loan if you do not repay. and for this grounds alone... this appears to be a scam..
Think of it this way if you have an extra $50000.00 laying around would you only just lend it to anyone without checking their credit... lacking making sure that the person your lend it to has the flair to pay even only just the "monthly payment" I would bet you yourself would not lend money this way... so why would you contemplate anyone else would.

That doesn't seem to be so bad, but how frequent late payments did you hold and how late be they? Anyhow, I'd advise calling some smaller local bank and explaining everything to them. They seem a bit better roughly speaking making local loans. I suspect you will be able to refi if your credit isn't to discouraging but the late payments may plan you get a difficult interest rate.
Even if you find a company to refinance the rate would be very big. You would be better off waiting at lowest possible a year after your last behind time payment .
I instinctively would wait for 12 months (total) of no lates because you are going to hold a rate-hit if you do.
