What does "as of" imply?

The Rutgers' financial aid office receptionist told me that she needed a copy of my mom's guard statement as of 3/1/08, but when I asked her if she meant from 3/1/08 to immediately, she just repeated that she needed a copy of the ridge statement in a cranky agency.

So does "as of 3/1/08" mean from that morning to now? Or does it from what my mom have in the sandbank up to 3/1/08? I'm so confused.

Credit report and collections frustration!?

Answers:   As of means on that date. If the portrayal issues a statement at the end of the month, you want 3/31 since that would include 3/1. If they issue it from 15-15, you want 3/15.
