Unemployment within California?

I had my interview near the unemployment insurance bureau and she told me that they had spoken to my previous checker and she said that I had quit! that I have not been fired!, my director is lying and I was fired for not signing a clean privacy act form. I am alarmed I will not get the laying-off and I've been looking for job and I haven't been competent to find any work. Can someone please tell me what can I do?

Answers:    Well, refuse to provide legally required documentation, is impossible to tell apart as quitting.

Hm. Unfortunately, refusing to sign the form could be see as willfully abandoning your opening. If it was a requirement of employment, and you refuse, that probably counts as quitting. Not much you can do. In either armour, you are probably out of luck. By refusing to sign the privacy conduct yourself form, you violated a requirement of employment, and that itself will probably make you ineligible for dismissal, even if you DO consider that 'being fired'.
