I used to be a notary public. I would never notarize someone's signature that I didn't know and wasn't present. It is pretty serious. I'm not going to jail for someone.
The person signing the paper, must sign it, in front of the notary. In person, and must show identification to prove who they are.

The cost of building materials NEVER go down. The cost of the labor for those building materials, ALSO never goes down. Gas prices hold risen. Expect that the cost for the truckers to get the materials to you, hold also risen.
Figure, your house PROBABLY costs around $200 per square foot to rebuild. How big is your house?

Of course building materials have risen contained by price, as they do nearly every year. Try to remember that building materials are heavy and bulky, and they are moved around by trucks which get through a lot of diesel fuel at over $3 per gallon.

Answers: Change of status (getting married) will be enough for them to cancel you from that policy. They may offer you an option to buy your own policy, but getting married will drop you from the insurance.
If you mean to apply for an individual policy after you get married, it will be underwritten, and they can deny you coverage. If you mean to go on another group policy, like your husband's, they will take you.
Just because you have coverage with BCBS on a group policy, does NOT mean they have to accept your application on an individual policy.
They will disqualify you from being a covered dependent on her insurance. You will need separate coverage.
