Answers: Probably not, but why do you not have insurance? Shouldn't that be the tangible question here? I am patently not trying to get the best answer here by berated you, but I have a nice person hit me one and only to give me damaged insurance information. It took an act of God to give a hand me track her down and I still had to clear for the accident.

Grow up, grasp insurance and pay adjectives your fines. You will regret all these mistakes next in enthusiasm if you don't take carefulness of them.
Each state is different in regard to the financial responsibility laws for auto insurance. It would aid if you posted your state of residence for accurate answers.
It really seems they should enjoy arrested you when they found you were driving immorally from not paying your prior ticket. Maybe it was only a threat, but we need more info.

just be in place to pay everything when you walk to court..to avoid warrants
Unless you live contained by a very small community beside an exceptionally low crime rate, it's doubtful that the police will arrest, or even charge you, in respect to saying you have insurance, when you actually didn't (or something similar to that scenario). It's more feasible to get arrested - again rear to the traffic accident scenario - when the police after that discover that the driver provided false identification, i.e. a bogus christen, date of birth, etc., or provided them with someone else driver's license or form of ID, trying to conceal their own designation.

Only you would know the answer to whether any of this applies to your situation.

There's another thing that may crop up though. Your state DMV can suspend your license when the record of the catastrophe and/or citation reaches their bureau. Then if you are caught driving on a suspended license, you could be actually arrested (taken into custody) for that, because the despoliation is a step higher than other traffic violation. It's arrestable - usually an 'optional' arrest, which means the officer can cite you again and release you (as a pedestrian) or book you into sentence to prison.
You are a menace to society.
I hope they send you to send down.
What if you had injured somebody - how could you reward the millions in compensation?
How are you going to repay for the damage to the bus?
With your diary your insurance will be sky high!
First I hope that neither you nor anyone on the bus be injured.

This will be an expensive lesson for you. You buy Insurance to protect you and your wallet when things like this surface. You should not drive without insurance.

Be prepared to pay envelope a lot of money to repair the bus and remuneration any claims by anyone who was riding on the bus.

When you win all these debts settled, be prepared to reward a lot of insurance coverage.

In the mingy time, plan on doing a lot of walking.

What if someone lacking insurance smashed into your parked car a totaled it? What if you be in the motor and broke your leg?
The probably can arrest you. If they told you they were going to, they probably will.

Sounds to me similar to you have a slight problem taking precision of your responsibilities. Buses(or any large equipment) cost an arm and partially a leg to repair. Be prepared to pay on this for a long time to come. I can`t bear to sound low, but I deal next to people everyday who know what nearby responsibilities to society are and choose not to uphold them. You, my dear, are part of the drive insurance premiums never come down. Companies pay and settle up on claims like these and never collect their money hindmost.

My suggestion.. go procure you some liability insurance and get the cops rotten your back, and work out a monthly reward plan with the bus's insurance company to repay them.
"...didn't exactly come straight out and right to be heard that I didn't have insurance."

Well what did you EXACTLY notify them. If you told them anything that would lead them to believe you have insurance then you could be arrested for snarl-up of justice.
Seeing how this is the second time you hold been caught driving lacking insurance I hope they do throw your butt in detain.
