In a broad healthcare system, who usually pays for it?

Is it the government, because I own been reading profusely that taxes usually rise, but who ultimately pays for it, does the citizen pay difficult taxes AND a insurance bill or does the government foot the bill and a short time ago raise taxes?

Answers:    OK, where on earth exactly do you think the management gets it's money from? The citizens, and taxes. Usually it's any payroll taxes, or the UK does a hefty sales rates (hefty - like 25%, because their laying-off rate is so high).

Then citizens that can afford private insurance, ALSO buy private insurance. So the private insurance care is MUCH better than the state sponsored protection. Better service, no lines. It's been that channel in the Netherlands for 20 + years.
We due payers foot the bill for universal healthcare. The organization will raise the taxes close to crazy, and everybody will have to earnings a lot, even the management will have to reward for it, till it last. And afterwards it will go broke.

You are the government. The affairs of state does not create or earn money, they raise it by taxing you. It is you who will ultimately remuneration for it through higher taxes. Several countries have international health caution, and to the best of my knowledge, none enjoy went bottom-up. Although most of them are weak. When it is all said and done, it is cheaper consequently the system we have presently in the US, and everyone can be covered.
