if a insurance company is not currently looking for a broker/customer service rep, what should one include in a cover note. I am sending letters and resumes out and I am purely curious.
Any help would be appreciated.

To be without a flaw honest with you I regard you would be wasting your time sending unsolicited resumes when you know the company is not looking to employ a broker/CSR.
As an agency owner I received plentiful such resumes and kept them in a directory for reference but because our agency have very low turnover few positions open up.
Invariably, if a position did open up, when we call the person who sent the resume they have already found work.
proper grammar would be a first, when sending a dispatch to "an" insurance agency.
sorry but you asked...if they aren't hiring they aren't hiring it's as simple as that. I would think the indentation you can make beside your resume is going to make the difference. A cover memorandum informing them of what you are looking for in the living, or out of the job; while thank them for their consideration, will make yours' stand out from the rest of the pack.
