I live in Houston, Texas and am wanting to find if you guys know or have experience with an insurance company/plan that covers cataract surgery.

As far as what percentage a plan would cover, that would simply depend upon the medical benefits for the plan. Whatever the outpatient surgery benefit horizontal on the plan is...whether that's 80%, 90%, etc.
If you already have an insurer, christen them to ask what your outpatient surgery/cataract benefits are.
