I have be encouraging people to spend this money. The parliament is paying people this money so that they will put it rear legs into the economy, which should serve the recovery. Yes they do. But the diffference is that a money account allows you to repeal money (or add money for that matter) minus any penalty. With a disc, you will need to hang on to your money in the disc until the end of the residence of the CD, or you will be penalize.
