Basically, you are getting 3.11% for 20 period (compounding semiannually so you half the rate and double the length number), so you need to subtract was 1.0311 to the 20th power calculate out to.

take that factor, and divide it by 2500.

(FV/PV)^(1/6) -1

FV stands for future good point of 2075
PV stands for present value of 1500
You tilt to the 1/6 power to account for the certainty it will take 6 years to do and you want the annual rate
Then you subtract 1

(2075/1500)^(1/6) - 1 = 5.56%

Note 2075/1500 represents the growth factor compounded over 6 periods -- but since you want the annual rate, you put on a pedestal it to the recipocal power 1/6 and then subtract 1 to acquire the annual compound rate.
