When you hear the phrase "the FTSE dropped 4 points today" what does it actually mean?

Imiportant request for information almost stocks...?
I am buying and selling stocks from an online website (zecco.com). SO far this year I have individual lost money ($500 altogether). I'm hoping to eventually start making money back. As far as paying taxes on my gain at the end of the year (supposing I extremity up gaining more than I lose).. how does that work?? will they look at what I've lost and what I've gain and subtract fro that and take the total amount and levy that.. or will they not even consider the amount I lost and just duty my gains??
