If the Fed cuts b4 Jan 30, I think we'll see a rise and if they cut 50 on the 30th then I think we'll see a good rise. A 25 point cut on the 30th would be terrible for the market IMO.

Yes, foreigners can own property.
If you rent them, you can choose any to pay 30% within tax ($0 surrounded by deductions) or file a rates return and have the rental property treated similar to a citizen would treat it. (After you file the first year's return, you would catch a refund on excess taxes and later can tell the property coordinator that they don't need to withhold 30%.)
