Why is a US treasury bond considered risk free?
Answers: Because we assume the US government, which guarantees it, will never default on its loans. This is true because the government can always either raise taxes or print more money to pay back that loan. Of course these are not the best ways to do it, but we paint this as a last resort. Also, the US is considered one of the most stable economies/governments in the world, it will not change drastically the way some countries (latin america for instance) might.
The United States, as it is, would have to cease to exist for the bonds to become worthless.
It is in the best interest of the worlds economies to keep the US in the general economic state it is in right now so, there isn't much global economic risk involved.
I'm talking real 'dark ages' stuff for those bonds to become worthless. Now, something like a planet destroying asteroid or other global catastrophe (warming, WW 3, etc.) could be considered a 'risk' for those bonds, but not much else.

As you know, there is no risk free asset and the US treasury bond is used as a proxy.
The reason why investors use it as a proxy is because US treasury bonds have never defaulted (to the best of my knowledge). We have to thank Alexander Hamilton for his visionary actions to make the US bonds as safe investments. Hamilton knew the importance of good credit and make sure that old US debt (issued during the American Revolution) were honored, i.e. old debt that was trading at less than par were exchanged at par for new debt and the new debt was paid as agreed. That gave the US a reputation that it will honor its debt obligations and gave faith to foreign investors that they can invest in US debt and be repaid.
Think about it -- the US government has a reputation of being a safe investment for over 220+ years.
[Edit - with respect to Ranto's comment about price risk -- he is mistaken if an investor buys a bond with the intention to hold it until maturity. Price risk exists for trading accounts and for those accounts who desire to sell the security before maturity.]
It is not risk free. US Bonds can have an enormous amount of price risk. If rates increase, then the price of a US bond can drop dramatically.
It is free of default risk -- which is why some people call it risk free. Usually, people refer to the T-Bill as default free -- since the price risk is also minimal.
