I was surprised to swot up this myself, but the DM&E is actually independent of outside ownership. It formed the IC&E to purchase the assets of I&M Rail Link. Also remarkable is that the DM&E has created a holding company, Cedar American Rail Holdings, Inc. which manage both railroads. A bit complex, I know! But to answer your cross-question I don't think at this time that the railroad/s is publicly traded. However, this could drastically well conveyance after the DM&E completes its 280-mile line into the Wyoming's Powder River Basin and become a Class 1 railroad (which one would think at that time that it would turn public).
