I close to Oanda for a starting broker because you can trade with as little as 1 cent a pip on the flash, of course youll merely be making 1 cent a pip. then as you increase you can step it up a penny or a dime or what ever.

Have you tried Yahoo Finance? They hold historical quotes available. If I remember correctly, the Russell 2000 index was created surrounded by 1987, so you won't get 30 years of history on it. Not sure what you're planning to do next to the data, but preserve in mind that the a range of indexes have different turnover rates.
