Absolutely. And there is no "short-sale rule" resembling there is for stocks, where on earth you must sell short on an up-tick. The conditions are matching for an ETF, whether selling short, or going long.
But if you are short during the dividend payount, you may have to sort this payout out of your own pocket.
Also, there are no "curious lots" like here are for stocks. You can buy or sell 1 or 99 or 132, doesn't issue.
Same for sector ETF's as for the indexes. Buy the strong sectors and go the weak ones.

Yes. It will, as other, depend upon if your broker has shares available to permit you borrow (their site will likely read out so if you try to sell something short and they don't enjoy any). I've sold QQQQ short quite commonly. Even the Gold ETF GLD I've sold short, though I wish I hadn't at the time ...!

I run a hedge fund for four years and I can convey you that hedge funds unquestionably move markets. What tend to happen is that strategies employed by put off funds get "crowded". The application is throwing an exception (usually a memory use problem) that it can't gracefully handle. The error dialog is the generic one. You might be capable of get more information and something more adjectives (like the dll that is throwing the exception) if here is a "Details" button on the dialog box.

My share will hold to go to $40 back I can recover my inventive investment. Palm has struggled and be successful in the foot held digital device market, but I won't live long plenty for it to get to $40.
