I believe the wall you're hitting is Vietnam not being a bough of the WTO yet. Until that happen, it's cowboy capitalism in Vietnam. Unless you're a sizeable international corporation, you're probably going to get screwed by the VN governing body with payoffs and bribes. Any prudent investor will shun away from that environment.
You may want to consider have the business angels back your company instead of the VN company and consequently you send the money to Vietnam. It's a big risk for you, but probably the fastest method to get your financial protection if you think this treaty is going to fly.
