If you are surrounded by Africa, your best bet I think are the multilateral funding organization such as the United Nations Development Programme or World Bank.
UNDP offers mostly logical assistance grants, including dimensions building -- but they ALWAYS require counterpart funding. Meaning you need to be capable of provide for salaries of your staff (UNDP merely funds technical consultants, but no salary of employees). Most are ponzi schemes that fizzle out within 1 or 2 years.
They work at first because more money comes in that what is mortal paid out. But once that be a foil for shifts they go broke. Classic ponzi.
I enjoy been investing within HYIPs for the past 3 years. All of them are scam but they also tell you that they are. They enlighten you that they will pay you withother people's investments.
