I've never been to Canada but if the system is anything close to it is here in the U.S., (and I assume it is) buying stock requires going through a stock broker. The big exception to this is when someone purchases some stock from one company (usually a big, illustrious company) through a broker initially because they not only approaching the company, but because that company has an arrangement set up where on earth shareholders can buy additional shares of their company from the company directly next to no added commission. This is generally offered to shareholders respectively time the company pays dividends. Many companies do this but most don't. These arrangements are called dividend reinvestment plans (DRIP's) and regularly allow shareholders to buy a certain number of shares more than basically what they've been remunerated in dividends respectively time (generally quarterly).
Since you only hold a little bit of money, this might not be a discouraging idea to start rotten. But these days, discounted fees are not that illustrious. In fact they're pretty low. So the fees really aren't that much of a concern, unless you're going to buy something close to one share of a stock at $5.00 and it costs you $10.00 to buy it, the stock would have to turn up five times before you could market it at a profit ($10 to buy, $10 to sell, $5 untested cost = $25. Therefore, the stock would have to grasp to $26 before you profited by $1... not feasible, at lease in our lifetime). It's much easier to get money the more stock you buy at one time. For instance if you bought 1000 shares at $5 each, the total would be $5000 plus commission. If within this case the commission be $15, you would make $95 a short time ago by the stock going to 5 1/8 in price. Big difference.
There are abundant different levels of brokers, from the expensive concerned that hold your hand and help out you pick the investments that they feel are best for you (or I don`t know where they bring back the most commission on the transaction) or discount brokers where you do your own research and trade name your own choices. Some discounters help you a bit next to research and advice, but you do the lion's share of the work.
Most brokers don't approaching to deal near transactions that are in bar "round lots" which are shares in amounts that are surrounded by increments of 100 shares (100, 200, 500, 1000, etc), so you may have to shop around a bit to find one interested contained by helping you if you want to purchase stock in "odd lots" (1, 33, 121, etc).

If you paid by credit card, notify your credit card company.
If you salaried by any other mean, after:
If they sent your money to the supplier, ask for proof that payment be made to the supplier. In other words, try to find out who has your money.
Consider the merit of suing the middleman and the supplier. Trouble is, it would probably cost more than a few thousand in permissible fees to pursue the issue with no assurance that anything would come of it.
Make a report of possible fraud to the appropriate allowed authorites, to the better business bureau, and to any other agency you can think of that might hold an interest.
If the middleman is a large and/or well-known organization, I would protest up the stripe. I would also consider talking to local word organizations, etc.
Bottom file, unless you paid by credit card, I guess your options are few.
