Personally I stay away from OTC stocks but this one is somewhat of a surprise fudamentally because it in fact has a positive EPS and a low P/E ratio. I'm not crazy in the order of the cash/debt ratio, but not exactly shocking on a penny stock, the fact that at hand is more cash than debt is a positive though. The ROE and ROA are impartially solid, but the negative quarterly revenue growth is a unconditional negative, as is the denial cash flow. The other entry that bothers me is I can't find any info on institutional holders... the drivers of heavy volume and price movement.

Money Flow, Acc/Dist and MACD are all bearish. Keep your eye on them though, if the stock starts to move historic .45 and the MACD line crosses over and the Acc/Dist and Money flow start moving heavily upward, it could stingy the start of a solid impulse flounder, and the beginning of some bullish amusement, but you'll want to see those indicators starting to act close to they did last August.
