Is this adequate to start trading on a small time scale? If so, any philosophy on specifics?

Unless you are an experienced investor, I would caution against individual stocks and receive rich quick scheme. Reduce your risk and
check out Vanguard ( http://www.vanguard.com )
Now is an excellent time to put your money to work. Spread the risk by investing in a mutual fund (Vanguard's STAR is a fund of funds-a fund which buys shares surrounded by other funds-and therefore carry a lower risk) . It is comprised of 65% stocks and 35% bonds.
Make sure any high interest loans/credit cards are compensated off and you own 2-3 months emergency cash back investing.
Vanguard is a low cost, no load mutual fund company. There are others; I own been beside them for 30 years and retired early. Your results may come and go.
