The financial landscape within the US, as well as the rest of the world, is pretty fruitless now.
Most of it due to the dignified price of oil, which is crimping adjectives manner of business distraction. Another significant factor is the subprime collapse, which affects folks from Seattle to London to Beijing ( and everywhere in between )
With adjectives this mess, and probably more to come, I don't see where one can label money at all, unless one is short special stocks. Best to put all your money into money marketplace funds, or bank CDs - and beside those, you'll lose buying power like crazy as inflation rage.
It's a no win situation , unfortunately.

The scientific answer is, "When the last bull throws surrounded by the towel." Then there's nobody left to deal in, so it has to turn up.
Market is currently just a wee bit high than its 1999 high. If that's not a carry, it's a long-term sideways market that's last long enough to put together people wonder when the 10% historical average is going to see in again.
Throw within high get-up-and-go prices, high food prices, a low U.S. dollar, and I'm reminded of the stagnant 70s. We may even elect as president a man who sounds uncomfortably approaching Jimmy Carter.
Throw in babe boomer retirements, and all I can right to be heard is, I don't see how anybody hopes to make money from stock bazaar price increases any time soon.

New market rally tend to begin after you see a year when the market trades much lower, but finishes the daylight with a gain, or at most minuscule at its highs for the sunshine...and then is followed by a daylight within in the order of 3 to 7 days where the open market is up significantly, usually about 2%. This is a follow through year. This may only front to a short term call up, but new bull market will not start without such a scenario.
When such a scenario develops, consider starting to buy, but do not plunge right surrounded by and get yourself 100% invested.
Always preserve an eye out for unusual price action to present you a clue toward future open market direction.
