In most states, a 16 year older cannot enter into a contract. Because you are not of legal age.
If your parent or guardian enter into a contract on your behalf, yes, you can be and should be charged interest just approaching anyone else.
Think of it like this: If you unseal a savings rationalization, how would you feel if the guard didn't pay you interest on your money because you be 16?
If you think you're weak enough to occupy in the grown up world of borrowing money (which you are) next surely you are old satisfactory for the grown-up responsibilities that come with it?
