Why? Because private corporations do not give grant to individuals, much less for starting a small business
Take a look at some of the give in giving private corporations

Here is also one of the warning issued by the Better Business Bureau http://www.concord.bbb.org/tips_timeshar...
Even government grant are hard to come by. One possible exception is for companies developing or exporting agricultural produce, including food and forest product. Another exception could be the Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) programs http://www.sba.gov/aboutsba/sbaprograms/... , which fund the research and development of mechanical innovation that meets specific affairs of state needs.
They will submit to so-called private organization -- organizations that do not furnish grants to individuals or for-profit businesses -- so you'll hear nought from your $2,600 upfront fee.
Kiss that money down the drain if you pursue this business. If I were you, merely use that money to jumpstart your business, not waste it chasing after some scam
