Can you deposit traveler's checks within a foreign sandbank story?

This company has ripped past its sell-by date my mother for $3000 in pre-paid treatments. Now they hold packed up and departed town. They have file bankruptcy to avoid paying off pre-paid packages. My mother is a hard working woman who have raised 4 kids on her own and does not deserve this sort of treatment.
