The fastest, easiest and cheapest method to get a government grant application on file is to record what is called a provisional government grant application. A provisional application allows for filing minus a formal patent claim, oath or avowal, or any information disclosure (prior art) statement. The beauty of the provisional is that it locks surrounded by your priority date.
