I got an email next saying that the buyer didnt turn through with the grant, and that I can use the "buy it now" option to buy it. I saw it too tardy though, when the item was relisted. I bid on it again, and i be outbidded by another user. Again, I get an email (yes, its from ebay themselves im 100% sure its real) for a "buy it now" prospect since the winner didnt travel through with the payoff. I was benevolent of suspicious, but I bought it anyway, and I payed with paypal. The grant is complete. Ive received emails from ebay about buying it and how everything is complete.
See, Ive put the item on my view list, and i get a notification that it was relisted AGAIN! And I only bought it!
What's going on? I havent heard from the purveyor, or anyone else about my item. I payed for it and thats it.

My guess is that the seller have multiple items. What you received is called a "Second Chance Offer". A vendor can list one item, acquire 10 bids. The winner win, and the buyer can offer an equal item to the other bidders for their bid price. This is very adjectives on Ebay.
Since it's coming from Korea, I'd wait at smallest 21 business days to receive the item. You can also contact the seller (Just step back to the item page and you'll see the link). If after 21 business days you hold no jacket and no contact from the seller, jump to Paypal and offer a dispute claim.

I am assuming that this be very recent since it go through 2 cycles of selling. Give it a few days and try emailing the seller and ask around shipping. Like if there is a tracking number. Some seller do not bother to contact the buyer and just ship the item. (I reflect thats bad business, but thats me) If you still do not obtain a reply, file a complaint beside Paypal. Its not a claim, what they do is have you write, through them, to the salesperson. Usually its enough to acquire the seller to at smallest reply. If after 15 days you still hear nothing, consequently file the claim near PayPal (you have to do it up to that time 20 days) and they will get your money rear legs.
