Your employer is grateful to pay for your PPE. However if you are working for a enrolment agency this can sometimes be classed as self-employed. Self-employed persons own to buy their own PPE.
However some agencies do supply PPE as it is advertisement for them (they can put their logo on items of clothing, not easy hats etc).
Most agency workers I know do supply their own - usually items they've gather from from various places of employment.
