You can reuse the stamps as long as you don't cover the face of the stamp. The post department will reject it if the face have been covered or altered within any way. Put a drop of cement on the back and that should be fine.

The glue on the stamp does not 'set' into the composition for the first 3-10 minutes so you can still (carefully) peal it bad during that time. (been there- done that)
Otherwise, you cannot just cut the stamp rotten you will need to soak it sour the paper next dry it and press it (paper towel and a book) and then use elmers cement to lightly epoxy resin it onto the envelope you want it on. Do not use too much glue because it will SOAK through the daily and glue the treatise togeather!
