The BBB has no authority to do anything to anybody. All they are is a quotation agency that logs complaint reports.
You could contact your local State's Attorney's office and see if they own a consumer fraud division. Also check with the Attorney General's organization. You may even be able to press criminal charges this route.
EDIT: I'm not saying you should complain give or take a few the BBB. The BBB can't do much except give the company a doomed to failure record. Take your complaint just about the company to them. I'm currently doing just that, and the investigation is uderway. Depending on the circumstances, in attendance could even be a criminal case if fraud is involved.

It's obscured in the paperwork near some companies, but others just plain steal it and articulate it's policy. I used to be a public accountant and we had a couple Indian owned businesses that I worked near. As I became friendly beside them, I came to find out how they come to Hillsdale, Michigan (population less than 20,000 within the middle of nowhere) and Mr. Patel told me the story.
His Uncle was "sponsered" by another extended appendage of his family. When they first come to the US, they sent most of their money back home and save the rest, as soon as possible they opened their own business. Then they would amass up enough to buy another business and would lend the money to a relative so that they could come over and do impossible to tell apart thing.
Their lifestyle be much different than mine, they are minimalists who really don't waste much money and hold on to instant gratification and materialist goods to a minimum. Also, excluding the family loans, they don't believe within debt. The culture seems to operate on change, and because there are relatively a few Muslims in India, that would generate sense (Muslims do not believe in the paying of, or reception of, interest).
So basically, they worked their butts sour and instead of spending every dime they make (and running up thousands surrounded by credit cards) they save and expand.
Every American have the same opportunity, most choose not to put within the sacrifices needed to cause it happen.
And I know that not everyone is close to that, both most are, and it really upsets me that people give attention to they somehow are getting a free ride, they aren't. And most Middle-Eastern and Indian shopowners I have agreed work 16+ hours per day, 7 days a week, they aren't given command money, they just outwork the average American.
