Yes, you're right. In Europe, the comma is used to separate euros from cents, i.e. 20,00 is 20 euros and not 2000 euros... Likewise, if you write big numbers, you might want to write 20.000,00 which would be 20 000 euros (or 20,000 as you'd write it in the US). Hope this be of some help!
You are correct, the comma is their decimal point. The plain conversion I use is $0.75 equals 1 euro. Its easier on my head and is usually not far rotten from the current rate.
