It sounds approaching a scam to me. Why would anyone pay someone to do something they could effortlessly do for themselves. If you want to check them out, get within touch with the FBI. They sometimes post scam on their website. With your address, birth date and drivers license number, they can get any information on you that they want, including your social payment number.

Another idea is to seize involved in your community. Offer to do some work for free for the planning department. Join the Chamber of Commerce and become an active partaker. Look for all opportunity to network. Get to know the local contractors and receive them to give you lead. Get close to the local real estate agents and see if they can impart leads. Try to right articles on design for the local rag. There are a few ideas. Hope they lend a hand. Just remember advertising is a throw away of money.

Call your local department and talk to your Letter Carrier intuitively. I try to work with my customers and within reality protocol requires that a parcel not be disappeared if there is a collateral risk. If you ask me I'd be happy to depart notice on your parcels to some extent than having to attempt conferral.
Carriers, who know their customers well, use their best judgement as to when to give a parcel and when to notify the customer to call at the PO to pick up a parcel.
The strict rule is if the parcel say "carrier release" on it or the customer have a signed delivery proclaim authorizing them to leave parcels on the porch etc. they can give notice it if it is "safe and secure".
