Often times I hold seen baseball cards sold on Ebay, near no photo showing the condition. Buyers purchase it, scan the card, relist and make 10-15%.

This is call 'trade' and it's quite lawful. I buy something for lb10 and try to sell it on for a profit, it's done adjectives the time on ebay and other auction sites and it's what makes empire go final for more.
Some people do that... it's their mode of making money - to some it is a business rather than a hobby. I singular buy from there so I right to be heard if you are happy near your purchase or your sale after that's all that matter... don't be concerned with what other family are doing. Life is too short.
Some people selling things on ebay don't know what they really hold. So if a buyer gets it cheap and can resell it for a difficult price by listing it and describing it properly, more power to them. They deserve the money for knowing their stuff.
A lot of population do this. I'm not sure that buying on eBay and then selling on ebay is the best route to go nearly it, though, as the item had ample exposure to potential buyers the first time it be listed for public sale. I'd be surprised if it sold for substantially more and if there be much profit involved, especially taking into account eBay listing/transaction and PayPal transaction fees.
The ones who buy things from garage sale and sell on eBay probably hold a better plan, as they can list an item that may not own had like amount of exposure on the same venue.
But, I guess there's no process to make the middle-man (so to speak) speak about the truth about the item. They may buy a crappy product for cheap and the urgently relist the same item and describe it as "implicit mint," "almost perfect," etc.
For the honest ones, though, it can't be that straightforward to make money next to this type of eBay scam. But people who run scam are rarely honest.

This isn't merely restricted to E-bay & it isn't a problem as far as I am concerned. It is a perfectly legal way of making a few extra pound's, tho it isn't something I enjoy done myself I don't have a problem next to other people going to adjectives that trouble.

No you are correct. We know a friend of a friend who does that excat point. He buys things at auction like digital cameras at the closing minute in the auction and get it really cheap then sell it on. He has made a fortune surrounded by doing this.
