I just visit the site. Yes, they apparently are offering a 3 month CD at 5.05% APR. It seem to be a CD approaching you would get from any sandbank -- no fee to purchase it.
It does not appear unusual to me for several reasons: (1) It is a teaser proposal. Three months is not a long time, and it allows Schwab to gather assets (cash) and possibly unequivocal accounts. (2) Cash is an element to one's overall portfolio asset allocation. (3) Once you bring dosh to them, they may be able to convince you to reinvest it into something else (say a mutual fund) at a latter date.
I wouldn't doubt it. You can get a 3-month T-bill for more or less 5% and it's tax free for state and local taxes. Schwab will purchase the T-bill direct from the Fed for you for $25 transaction levy. I think you stipulation $10K minimum to buy a T-bill direct, but its the best way to run.
