They should know how to tell you if this have been drawn or cashed. The desperate thing is that ebay will not carry involved due to the fact that you are not insured (you are simply insured up to lb500 vis paypal)
I have have this problem douzens of times hence why I have stopped using ebay for this cause. It is sad that faultless people can spoil it for everyone. If the merchant is no longer registered on ebay I would be reluctant to send another postal lay down to him. You could consider small claims court if the amount you paid be substantial but again this could cost you money so you need to be aware of this.
