It could be that you use more energy than past. Of ir could be down to a misreading, or estimated readings (you know when they do not certainly read your meter they just manufacture a guess). Or it could be that they made a mistake.

If you win the lotto the government will whip 40% for taxes and that goes to IRS. This communication tells you that the duty is only $2950. So why not convey the same check support to them for the tax minus cashing it? This is what I will do and just lurk for the $200,000 check to arrive. There is no point to cash the $4400 check and repay them back $2950 to take the rest of the $200,000 prize.
