The notary does not verify the completeness, validity, authority, etc. of a contract that he/she notarizes. The Notary is simply indicating that he/saw you sign the document and is verifying that.

my opinion is that using the interest rates you (the consumer) are deeply paying their dept per say. for example: you are paying for a coup¨¦ that is $7000. near interest it comes up to close to 10,000 or maybe more. what they most credible do is pay your loan, money the bank allowance and keep the rest to put within the "inflation prevention bank" so that it appears that the economy is full-bodied. you (the consumer) are basically keeping the country from going penniless by paying the extra money because taxes are not enough and they most probable get used for other projects similar to public transportation, fixing streets, building new university, etc. i think that's how it go, but then again, i could be wrong.
They numeral that by raising interest rates race will borrow LESS and investors will buy more loans.

If they lower rates people will borrow more, because they settle a smaller amount (compared to a higher interest rate loan) upon payback of the loan.
