countries who applied for condonation of debts? The countries which have the topmost debts within the world?

Question:history of IMF, World Bank, Asian Development Bank?

Answers:
Hi - you may have hear of the ONE campaign? (go to www.one.org) They own information & links to the following where you can find the data you're looking for.

THE DEBT CRISIS
www.data.org

For decades, Sub-Saharan Africa, the poorest region of the world, be spending billions of dollars each year repaying debts to the world’s rich countries and international institutions such as the World Bank and International Monetary Fund.

Many countries contained by Africa were spending more respectively year on debt than on health safekeeping and education combined. Why? Decades worth of loans have been given lacking much thought to how countries could pay them rear.

Some of the loans went to prop up desperate governments or military regimes that are very soon long gone. Some of the loans were shrunken by the governments that received them. Some be given by rich countries in ways that served their own egocentricity. Skyrocketing interest rates and bad financial policies have multiplied these feeble debts over and over again.

Between 1970 and 2002 Africa received $540 billion in loans. Despite the certainty that over that same period, African countries salaried back $550 billion—$10 billion more than the productive loans—at the end of 2002 they
still owed another $293 billion. Over olden times few years, thanks to the pains of those who contributed to the international Jubilee 2000 movement for debt relief, politicians enjoy begun to respond to the debt crisis.

In 1999, the world’s richest countries come
together to write off billions of dollars of poor countries’ debts through the World Bank and International Monetary Fund’s Highly Indebted Poor Countries (HIPC) program. The HIPC program provides debt nouns to countries with moral governments committed to conflict corruption and poverty and investing in the condition and education of their populace.

There are 38 countries currently enrolled contained by the HIPC initiative (32 of them in Africa) and so far 18 of them enjoy completed the program have benefited from debt nouns and have be able to guide that money into vertyreduction
programs; another 10 have begin the process and are receiving interim nouns.

The problem is, though, that HIPC did not completely cancel countries’ debts and even after reaching their completion points, heaps countries were still spending too much money on debt, habitually taking on new loans to repay
ancient loans.

In an effort to failure this unending cycle of debt, the Finance Ministers of the world’s wealthiest countries agreed within June of 2005 to free the HIPC countries from 100% of their debts by canceling the debts owed to the
World Bank, The IMF and the African Development Bank.

It also calls for a move from loans to grant for the poorest countries in the world surrounded by an effort to wrap up to vicious cycle of debt in which they enjoy been entrapped. It will
instantly cancel $40 billion of debt for the 18 countries that hold already reached their completion point and will eventually result surrounded by $56 billion of debt cancellation once adjectives 38 HIPC countries reach completion point.

The Finance Ministers also agreed to consider a debt operation for Nigeria even though it is not a HIPC country. Donors shortly thereafter announced a plan to use both donor resources and Nigeria’s own resources to cancel Nigeria’s outstanding debt; this is an meaningful commitment because Nigeria has nearly $35b worth of debt and 95 million people living on smaller amount than $1 per day.

This debt accord is an important step contained by the fight against intercontinental poverty, but there are still other poor countries surrounded by need of debt invalidation so that they can better fight HIV/AIDS and extreme poverty.

While debt dissolution alone will not generate all the resources needed by poor countries, the money freed up from
debt nouns has consistently be put to good use; World Bank estimates show that poverty reducing expenditures will rise from previous level of less than twice that of debt service to more than four times current debt service.

For example, Uganda—the first country to benefit from debt relief—used money freed up by debt withdrawal to double primary school enrollment and invest contained by their national HIV/AIDS plan which has contributed to Uganda’s successful reversal of HIV infection rates. Mozambique’s debt nouns has enabled the parliament to immunize a partially million children. Tanzania eliminated fees for level school, and Benin eliminate school fees contained by rural areas, allowing thousands of children to attend classes for the first time.

WHAT MUST HAPPEN:

- Donors must immediately implement the 100% debt contradiction agreement so that countries can begin putting their nest egg to use.

- Donors must also follow through on their commitment to debt cancellation for Nigeria and ensure that the agreed upon plan is fully implement. They must also continue to work to undo all debts that shackle the fight
against poverty within other poor countries not currently included in the HIPC initiative.

- The government of Africa and the world’s donors must work together to ensure that money freed up by debt relief is put to devout use to fight poverty and upgrade the lives of the world’s poorest people.
