I could not tell you for sure and I am not sure where on earth you would go to get hold of that sort of statistic. However, as a long time Phoenix resident, I can give you a guess base on my observations.
I would guess that (at least until the second 6 months), residential growth (new home construction) was outpacing retail growth (new business construction). I know several empire who have bought homes contained by the new developments that own sprung up on the fringes (Queen Creek, Maricopa) and there be often initially huge blocks of houses (100s) beside no major shopping center or grocery store for several miles.
They mostly appear to build the housing developments first and then the larger retail construction comes surrounded by later (which make sense, no sense in building and first showing a business until all the empire are there). I would guess (again my observation) that from the time the first new residents start moving into a unsullied housing development, it is something like 6 months to a year before the first huge shopping complexes open surrounded by the area and 2-3 years formerly the number and variety of shops contained by the area is comparable to longer developed areas.
This may be varying though. The crazy pace of house sale here has slowed dramatically surrounded by the last few months.
