its a long road, you need to have an idea that of two or three things the internal customer network and your departments street cred, is your department overworked or enjoy the folks been rollocked so much the newly have turned away..if so find them overtime and stop people have a go at your slice.....so l guess the third is lead by example....apathy is a contract killer to get over but it is possible....
As someone who works for a big company, I would suggest that you are completely honest beside your workers about the company and what it requests to achieve by the wrapping up of the year.
I would also try to introduce some fun and lightheartness to the job.
The more fun the assignment is the more productive your team will be.
When I first attached my company it was pretty laid back, as long as we get results we could have fun (like playing miniture golf or bowling within between calls). Then we had a latest Big boss and games werent allowed. Morale dropped and now not a soul really cares if the company is hitting target or not.
So I say, inject some fun, relax some rules, and put some incentives up for grab.

Company charged 240 for an item that isn't deliver. What are my option?

Recently I made the mistake of making a digital order for online information from a company. This cost me 240USD. The company did not deliver the information, and refuse to refund me more than 40 dollars.

What can I do? Their website still exists, so I suppose to be exact a base to attack. Can I notify the FTC of this charge?

The charge be over paypal - I disputed the claim with paypal but even though the buyer did not respond more than 'order completed' (which they deny surrounded by emails to me), paypal doesn't chargeback for intangible goods.
