Yes, it depends on what you mingy by "bookkeeping". Some businesses I charge $18 per hour if Im only going to spend a couple of hours per month or so.. If Im spending more time, the smaller number I charge especially if its ongoing work.

This sounds honest but I don't think it will enjoy any effect and here is why:
The gas companies won't be swayed if their revenues drop for one day. They know that if inhabitants don't get gas on the 15th, that they will buy gas eventually because we still own the same cars that require their gas. So why would they madness and lower their price if they know that they will get the money within the days following? I think one of the big auto manufacturer had a report that stated that US consumers would not evolution their spending habits until gas prices get $4-$5 per gallon. The gas companies will only procure the point if consumers start using alternative was of transportation ineradicably decreasing the demand for gas.
Also, If this is alike email, it talks more or less taking money away from Middle Eastern oil companies. The reality is that only a fraction of our grease comes from the Middle East. Besides, one of the biggest reasons for price of gas man so high is not necessarily the Middle East. It's more a result of "developing" countries such as China increasing the constraint for oil. After that, it newly becomes a concern of basic economics of supply and emergency.
Of course, it won't hurt anything if anyone participates within this "gas out", just don't expect gas prices to drop overnight.
