If you want to develop the territory you will have to net sure the area isn't a concervation nouns, you will need planning go-ahead for that. However if there is some pink animal or plant on the land you can't develop it, also you will have need of some archelogical survey done. You will need to find out alot in the region of the woodland before you develop it, unless you are doing something close to a green field buriel site.
