Start by filing a claim through PayPal AND eBay both. Through PayPal you are automatically protected if I appreciate their policy right.

You're wasting your time if you are thinking you have some redress through eBay or Paypal. I get ripped off for a 100 quid and go through the process and was simply played along by both eBay and Paypal, they wore me down until I gave up trying to capture recompense. The ethnic group that ripped me off supposedly go out of business and started again in a different pet name and eBay knew it.
